PARAS 0061, authored by a team at Chrysalis Global, offers a comprehensive guide to security readiness strategies for major airport construction and renovation initiatives.
Chrysalis Global Aviation is pleased to announce the publication of PARAS 0061: Ensuring Security Operational Readiness for New and Renovated Facilities, a research study authored by Chrysalis under the Program for Applied Research in Airport Security (PARAS). PARAS is managed by the National Safe Skies Alliance and funded by the Federal Aviation Administration (FAA).
The report is designed to provide airport operators, planners, and project owners with a comprehensive framework for ensuring safe and seamless readiness during complex redevelopment efforts. Drawing from Chrysalis's extensive portfolio, significant outreach to industry leaders, detailed case studies, and direct engagement with airport leaders, PARAS 0061 establishes actionable strategies for Operational Readiness, Activation, and Transition (ORAT) in the security realm. The report is applicable to airports of all sizes.

“This report reflects years of accumulated ORAT experience distilled into a practical guide for security-related concerns,” said Suzanne Phelps (Managing Partner, Chrysalis Global), the firm’s lead partner on the project. “Our goal was to capture the lessons, tools, and frameworks that help airports navigate security issues that arise from major construction efforts.”
“It is my hope that airports will be able to use this guide to improve their security readiness,” added Andrew Young (Director of Aviation Services, Chrysalis Global), who served as the report's Principal Investigator. “There is no such thing as a one-size-fits-all solution in aviation. However, this report outlines a framework that can give operators confidence for successful activation.”
In July 2024, a Safe Skies-appointed panel selected Chrysalis Global Aviation to author the report, overseeing all research, writing, and outreach activities. Andrew Young served as Principal Investigator and led the research team. David Wolfe Bender (Sr. Consultant, Aviation) served as the report's primary author and researcher. Multiple members of the Chrysalis Global Aviation team provided subject-matter expertise.
The publication of PARAS 0061 underscores Chrysalis’s continued leadership in ORAT initiatives and its commitment to advancing best practices across the aviation industry.
As part of the research, Chrysalis led outreach to airports in the United States to gain insight into current security practices and challenges.
